Why does Photoshop stop downloading at 41%

When installing Photoshop and Lightroom on a new Windows 10 system Lightroom installed just fine but Photoshop stops downloading at 41%. 

How do I fix this.

Nothing else has given me any problems so far on this system.

Try flushing your browser cache and or try a different browser.

Not installing from a browser, it requires Creative Cloud to install them both.
