Why is Lightroom CC plan the same price as Photography plan? Photography plan seems to offer more value for the same price...

With Lightroom CC plan you will not get Photoshop application but you will get extra cloud storage that is 1TB. Where as in photography plan you will get 20GB Cloud storage

Lightroom CC includes a subset of Photoshop’s features that are custom tailored to the contemporary photographer. Lightroom helps you import, organize, manage, and find your images. In turn, Lightroom is photo management and photo editing, combined into a single tool. So this plan is very good for those Photographers and users who want extra cloud storage to save their files and get access of it from anywhere along with some subset features of Photoshop.

Where as photography plan is best for those who want Advanced Retouching, Composites, HDR, Panoramas, Advanced Healing and ofcourse the things which you can’t use in Lightroom. Depending on the type of photography you do, this can be fairly often or practically never. They can manage their files in 20GB

It's all a marketing thing.

Adobe is trying to push the Photography plan so people are using more Adobe products.
