Why is the Photoshop elements 11 not downloadable in 64 bit in English?

Need help downloading the Photoshop Elements 11 in English for a 64 bit operating system.

a 64-bit version of Photoshop Elements 11 does not exist. However, 32-bit programs can run

on a 64-bit OS just fine
