Why Won't PhotoshopCC.2017 Load ?

I Reinstalled Windows 7 Home on my pc....and trying to install Adobe CC Photoshop. First it stalled at about 33% for an hour. I stopped it, to start over after restart of my computer and now getting an error. 

'The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.' 

I looked online and downloaded it, ran it, but still no love. I was able to download the CreativeCloud 'list of apps' but can't get them to install.

I went here and did what it said to do...( Install Windows 7 Service Pack 1) but it was of no help and there are no updates needed for my Windows-7-Home-Edition OS.

Reb17084948 I am sorry but if you have already implemented the steps listed in Error :api-ms-win-crt-runtime-l1-1-0.dll is missing then you will want to work directly with Microsoft, or your computer manufacturer, to resolve the error. 

This error occurs due to a failure of the current installation of the Microsoft Visual C++ Redistributables.  This is a component of the Windows operating system used by many different software publishers.  It is a common set of libraries that can be utilized in the creation of software applications.

In order to utilize Adobe software titles the Microsoft Visual C++ Redistributables must be undamaged and available.
