Windows 10 version 1909 - Adobe Photoshop 2021

Question

Hello,I just purchased a 2021 Adobe Photoshop Elements license, and on attempted download it says I do not have minimum requirements of Windows 7 and 64 bit.  However, it is a brand new Microsoft Surface Pro with Windows 10 Version 1909 and does indeed have a 64 bit operating system.  Is there a patch available? Thank you in advance,Mischelle(P.S. I tried to contact support directly but have been waiting 45 minutes.  I walked out to do some laundry and am afraid they will close the inquiry for lack of response if they ever get to me.)
