Windows can't open the Photoshop .7z file

I am trying to download and install Photoshop CS6, but when I try to open it, I get the error below.  What does this mean?

You download 2 files... the compressed file that you have, and the EXE that is the installer

Download both to the same folder and run the EXE

Select the second option and try to extract the folder and then run the setup, if still you are not able to install the file try downloading from the mentioned link.
