All my CC Apps Wont Launch

Question

I've used Adobe CC for 2 years with no problem. This problem can only be describe as the application of Photoshop, Illustrator, and Animate failing to launch with no pop up window as to saying why. Ive looked at processes and did a admin start of one of photoshop but it just pops up for 2 seconds and then closes. Im pretty sure this problem is caused from reformatting my windows 10 and keeping files. Ive been trying to look into how to fix this using common solutions but I only end with the same results with no minor change.

1.) Check update of Windows 10

2.) Try to open Adobe Creative Cloud desktop app.

3.) If that opens then Check for updates and try to launch Adobe application .
