CC Illustrator 2018 or 2019 wont start

Installed both and neither will open. Starts loading up and shows plugins loading, then the dialogue box disappears and nothing happens. Running again sometimes brings up the diag box, then same process repeats.

Photoshop CC 2018 installs and opens with no issues.

I tried removing all Adobe products, used the adobe cleaner tool, cc cleaner and re installation.
