Error 16 on Windows 10

So this is a common problem and isn't limited to one app or another in the Creative Cloud (it effects all I've opened so far).

Configuration Error, please uninstall and reinstall the product.

I tried that, the forums had a quick go-to answer towards editing the permissions for licensing folders Configuration error in Adobe Creative Cloud

Which didn't help, the error still happened regardless. I then tried opening the application via Administrator, that worked but it brought on other issues (No longer dragging and dropping as one of them).

Checking the Event Viewer and I found in my Systems Logs (In time with the attempts I made to open photoshop)

The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID

{A1F4E726-8CF1-11D1-BF92-0060081ED811}

and APPID

{A1F4E726-8CF1-11D1-BF92-0060081ED811}

to the user [Omitted for privacy, but basically the name of the user and the SID] from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

This is very much the same as another issue (That was never solved at the time I read) Error 16 (actually 10016) when trying to run Photoshop (or any CC app) on Windows

Which talks about PS crashing when WIA device manager fails to run. This is not a coincidence! Adobe programs are using WIA and it props up failure.

What other fix can be applied (Besides making every adobe application run as Administrator)?

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

I was able to reinstall the cc desktop app, after all the instructions told before that.

It still gives me Error 16 when trying to run Photoshop, and the event logger at the time gives the same Error as before.
