I did not quite get as to what you mean by "instant imaging tools"? Are you looking for tools within DW to edit the image? Or ar you looking for something like the Hotspot tool as described here? How to insert, edit, and resize images in your web pages

Which version of Dreamweaver do you have?

Align buttons on the Properties panel were removed from DW CC because the ALIGN attribute in HTML is obsolete.  You must use CSS code now.
