Add preference to disable feature tip pop-ups

This is a request to add an option to Edit > Preferences > New Feature Guides to not pop-up new feature guides. It breaks my concentration on what I'm doing and thus is harmful to me rather than helpful. I consider this an accessibility issue.

Dreamweaver is in minimal maintenance status.  No new features are planned except security and compatibility updates as required.
