Short answer:  Yes, rebuild the site with Bootstrap.

Long Answer:  Dreamweaver CC 2021 contains Bootstrap 4.  And a Starter page can be accessed from File > New > Starter Templates > Bootstrap Templates.  Bootstrap is a mobile-friendly layout system and a lot more for creating responsive sites that can be viewed on ALL devices.

Yes, but in the same way if your home was falling apart using a hammer could help you. Dreamweaver is merely a tool nothing more.  It's not going to instantly make your website mobile-friendly. Depending on your comfort level with coding, you may want to consider whether a CMS is more for you (ie: Wordpress) or a hosted solution (ie: Wix). If you wanted an opinion about converting your site, you could post an link and we could give you an evaluation.
