Enterprise account has over 213tb of storage available and I want our heavy users to be able to access this. Adobe articles say once they have set up our pooled storage then the user shpould be able to automatically go over the set 100Gb but that is nto happening and Adobe reps are not able to help.

I am not sure how the community can help in a case when Adobe staff is not able to activate a feature that should be available as per their own docs. I would suggest you connect to support again and if you still get the same kind of response, ask to be connected to a senior representative, keep escalating untill you get someone who does know the solution.
