Acrobat DC will not activate

I purchased 16 volume licenses, so far 3 have successfully activated, 5 will not. The installation is fast and easy, it accepts the s/n with no problem. I launch the product. I get an activation screen asking me to enter my adobe id and password. When I click submit, nothing happens. The window stays the same, there are no error messages, absolutely nothing happens. I tried the tech support chat and after 15 minutes of nonsensical questions he told me to download the installer again. He clearly had no troubleshooting skills. This has actually been stretched out for 2 weeks because I'm a one man IT show at a large National Park and I haven't had time to sit and troubleshoot it.

So this is Acrobat DC installing on Windows 7, 32&64 bit with similar configurations and on the same network. The successful activations and failed activations are a mix of 32 and 64 bit, so no rhyme or reason there.

I tried looking at enterprise deployment options but documentation is muddled, scattered and out of date. No help there.

Does anyone have any suggestions? I would love to get to a solution and finish what should be a simple and straightforward project.
