if the cost is too good to be true, it's a scam.
we see people coming here complaining about how everything was great for a while and then whatever they paid for stops working because adobe's black-listed their account or serial number.

all of these people have the common thing, it's only a one-year subscription, so how does it happen?
Someone has invited my brother a few months ago, and it's still working with no problem, I need to understand how did he achieve that?

OK, this is not the same question you asked at first. A business can buy either a Teams or Enterprise business plan and both come with the Admin Console that lets it add and remove licenses for employees as needed.
If you want to see the Admin Console for the account your brother has, you'd need to be the Admin for the plan to have access to the console.
Is Fox Pro your brother's employer? If so, this could be a legitimate enterprise/teams account, but you still won't be able to see the Admin Console (unless you're the Admin for the plan).
If Fox Pro is not your brother's employer, an Adobe audit will eventually catch Fox Pro selling licenses illegally or breaking the terms of service and your brother's account will disappear.

Individual plans are cheaper, except if you are a very big client and have the required negotiation power. A Teams licence comes with advantages for a company that offset the slightly higher price.
