We have tried the following:
If we open a product say Photoshop it will first ask us to sign in then will display that this is a trial version we select "License this software" but will not accept the license.
This is site wide issue

There are no serial numbers associated with the Adobe CC membership.
In case you still get the pop up for serial number, please refer to the help document below:
Creative Cloud applications ask for serial number
You may also try to check your host file for any Adobe blocked entries.

In case there are any entries, please delete them and then save the file.

Referring to the below that you suggested I've looked at the "Verify your payment information" and it says we have

Yes we have a Enterprise license but as of Thursday last week If any user tries to open a CC product they are confronted with
