I have been trying my best not to get angry, but I'm at about the end of my rope with this insanity. I installed the Creative Cloud app in order to do school work at my house, but after it working for all of one night, it now defaults to an infinite loading screen that says Loading Creative Cloud. After a few minutes, I am greeted by this error message: "Adobe Creative Cloud is needed to resolve this problem. However, it is missing or damaged. Please download and install a new copy of the Creative Cloud from 'http://www.adobe.com/go/adobecreativecloudapp'. I click on repair, and allow the repair process to do its thing, and still nothing. I have used the Limited Access Repair tool to fix the hosts file, still doesn't work. Used the Creative Cloud Cleaner tool to clean everything out and then reinstalled. Still won't work. I have gone into regedit and manually deleted all Adobe keys then reinstalled after using the Cloud Cleaner again, and still nothing. I could really use some help. Thanks guys.

This error generally occur when the Adobe folders does not have enough permissions to write the components on the device.
If you are using Mac device then I would recommend giving read/write permssion to Adobe folders under /Library, ~/Library and /tmp which should fix the issue.
For Windows: you can give full control or read/write permission to Adobe folders under
C://Program Files
C:// Program Files x86
C:// Program Files x86/common files
C:// Program data
