Adobe EULA and freelance

Our IT department has told us Freelancers can not use our inhouse equipment or software because of Adobe's strict End user agreement. Basically we cannot offer a workstation to a freelancer without breaking the legal agreement with Adobe.  Is this happening to anyone else or is it ligit that we cant provide an on premise workstation with out breaking the EULA?

 

How are other agencies hiring out freelancers?

I am not an attorney and I don't work for Adobe.  But I suspect this has more to do with local labor laws than Adobe's EULA.   See links below.
