Assign a single application from a Creative Cloud All Apps license

We own several Creative Cloud All Apps licenses. I would like to assign just the Acrobat license wrapped into one instance of Creative Cloud and hold the other apps (Phptoshop, InDesign, etc.) for use by another user. Is this possible? Or do we need stand alone Acrobat licenses to do this?
