Assigning only 1 user to a Product when I have 2 spare licences

Since the new admin console was released, I tried to assign 1 user to a product [we have 2 licences left] and it won't let me save.  It is like it wants me to add both of the licences but I don't have a user for the other spare licence at this stage.  Is this just a bug?

It seems that you were able to assign the license correctly to the user as you have either consumed all or left with 1 licenses in Acrobat and InDesign.

Kindly let is know if you are still facing any issues.
