What is the best way to purchase 3-6 Adobe Acrobat Pro's for a small business?

You can do VOLUME licenses too.  It just depends on how you want to manage it.

3 Licenses I'm pretty sure you need to purchase individual copies or you can probably do a subscription these days. For six licenses you might be able to look at volume license which could be cheaper. You need to approach an Adobe reseller about volume licenses. You can find a link on the Adobe website.
