Can't assign product to a user as they are listed as having 'No access' [Moved to Teams]

We had two creative cloud licenses, one assigned and one not assigned. As our licenses were coming up for renewal, I deliberately only renewed one of the creative cloud licences, thinking that it would renew the one being used and leave the other to expire. Unfortunately, the opposite happened, and now that user is unable to be added to the remaining creative cloud license as they are listed as have 'No Access'.

 

This is what it says when you click on the 'No Access' label:

Users With No Access

Licenses shortage or late payment
Some users have lost access to this product due to a license shortage or late payment. To restore user access, purchase more licenses or unassign existing users to make licenses available.

 

There is no one else assigned to the available creative cloud licence so I see no reason why I can't add this user to it.

 

Any help would be greatly appreciated!

@Ella26252906pmz1 This usually happens where there is a provisioning delay and the issue should be resolved on its own after a few hours.
This issue can also happen when the quota n the profile is not set. Like if you have the quota as 5 and you add the 6th user then the user may go to the No access list. Make sure you have the right quota on the product profile.
