Our school purchases the education package and we install through the Admin console. Any reason why we cannot install the latest version? We always have to go a couple of versions back for the programs to work. We miss out on the new features.

It seems that you are using Device licenses which are available till the 2018 version. To use the latest version, you have to migrate to the Shared Device Licenses.
