If you have a teams licence, access to CC is managed by an admin inside of your organization. You need to contact this admin or admins (depending on the organization, there may be more than one) for the trouble resolution.

    The message suggests so. I was an admin of a teams account and the admin can set the message that is shown. Mine was to contact my company's helpdesk. So whoever is the admin of your license, you should know how to contact him/her or the attributed helpdesk.
