Creative Cloud All Apps for TEAM

I currently have 100 Seats for CC All Apps. Ive always used the downloaded application packager to create my Adobe install packages. Doing so i was able to choose device lic with a deployment pool. With the new versions of CC Apps the application packager is no longer supported. Im forced to use the admin console. I can no longer choose what type of lic I want to use when creating a package.. When i create one, install it on either windows or mac i cannot use the programs without signing into CC.. Once i do, the program goes into trial mode.. This is due to the fact i cannot assign users to products in my TEAM Admin console. Its not even an option... At this point im not able to use Adobe Apps.

There are no options to assign products to specific users...

    CC 2019 applications are Named User only and are not available under device licenses or serial numbers.

    We are releasing a new device licensing solution early next year which will be compatible with CC 2019.

    So the programs are not available to me until 2019? I cannot assign programs to named users through the admin console... Is there another way to do this ?

    2018 versions of the applications can be deployed with device licenses as they are currently.
