Creative Cloud Packager not picking up LIghtroom updates

I've been trying to get Creative Cloud Packager to put together a Lightroom 5.6 package for me. The software currently installed is 5.3 and users are getting alerts that they need to update to 5.6. I've tried building an update package and a new package but can not seem to get an installer newer than 5.3. This is happening both with Mac and Windows. Do I have to download the update installer from Adobe and add it as "external media?" If that's the case, will it serialize correctly/automatically with CCP or do I need to re-enter our CC serial?
