Our company have got 2 CC licences for device
We can only update installation package. This updates are only minor (19.1 to 19.2 etc)
Application after install wants upgrade to actual CC versions. When we do that device wants user license.
What we can do for legal upgrade version install of device CC licence?

The Device Licenses are available till the 2018 version. You have to migrate the licenses to the shared device license to use the latest version of the creative cloud apps. The user still needs to sign in using an Adobe ID however no entitlement will be required under the account. Here is the help document for more details:
