Difference in the functionality of Creative Cloud

Could you tell me if there is any difference in the functionality of Creative Cloud in an ETLA agreement and VIP Enterprise.

CC apps works same in both the agreements, (ETLA and EVIP) but in ETLA you can assign and use additional licenses and at the time of true up you need pay for the additional licenses, In ETLA you can only use Enterprise license.but in EVIP you can purchase enterprise licenses and team license as well. In EVIP you have to purchase a license first and then you can assign it to the users.
