Error 195 when trying to install the latest CC apps package

Error 195 occurs if the device that you're trying to install on does not meet the minimum system requirements. Before you deploy packages, do ensure that the target systems meet the minimum system requirements of the apps that you're trying to install.

Chiming in here, I'm prepping a dozen PC with identical specs for a video lab, and while using the same install package only half of the PCs succeeded and the others were giving me this 195 error. Eventually, I think the culprit was that the ones that failed had pending Windows Updates needing a restart. Once I made sure to install all available updates, the Adobe Installation succeeded consistently. Hope that helps others who might be searching for an inexplicable reason why a perfectly capable

I have Dell Optlex 9020 

10GB RAM 

2GB Shared Graphics 

Windows10 and i am still getting the same error when installing Adobe Photoshop cc2019 

My pc meets more than minimum requirements for photoshop cc2019
