FRL and Named User Licensing

Last spring, we were using named user licensing for our students/teachers to work from home.  Over the summer, we switched to feature restricted licensing to comply with Ed Law 2d.  The students and  teachers may be going full remote again, and will not have access to the adobe apps.  Is it possible to use the named user license that adobe is offering for free until JAn 2021, simultaneously with the feature restricted licensing?
