How do I add people to my team within CC libraries

I don't know why this is so damn complicated. I tried searched all over the Creative Cloud app, within an adobe program, in the admin console, Google. We have an Adobe business account with multiple members, yet this seems to be a sepperate thing? (see screenshot)

Not sure if this is related or not but we have a business account, and in the admin console I can see we have 18 users (11 with CC license) in our team.
