How do i know if a licence is used by the assigned user?

I have checked your concern is regarding trying to identify which users are using their Creative Cloud Subscriptions actively and who are not using the products.

Unfortunately, this access is not yet available in the Admin console as yet, however you may always contact Adobe Support Team as they can share the Sign in/ sign out logs for those users from the apps.
