Hello,
I need some guidance on how to create a truly offline installer package for the Adobe CC suite. We currently use the CC package creation tool which creates the
deployment package but the devices still try to download DLL files during the installation.
Unfortunately these DLL’s get blocked due to the security restrictions our organisation is subject to. So, is there any way to create a truly offline installer package for Adobe CC 2017?

Alright after going through a support call with Adobe Support we managed to get this working.
Turns out the issue was actually a simple one, we were including Adobe Dimensions CC and Adobe XD into the offline package which both require Windows 10 anniversary update to install (we use Win 7). It seems that this is what was causing the installer package to reach out to the internet during the installation.
Once we recreated it without these two products included it works perfectly as a proper offlin

Are you building a serialised package in Creative Cloud Packager?
Named-user and device license packages are not offline options.

Hi Alister,
That explains it. We are creating a named user package that includes all apps except for Acrobat DC because it is not supported by some of our other systems.
I will discuss with our procurement and license managment team and discuss our options going forward.
