How to Create,Update and Delete User Using Rest API(any Other Way) in Creative Cloud?

Hi,

      I can able to find the user management operation using the below mentioned link.

I need a confirmation or document for the above link is supported only for Adobe Creative Cloud else both Adobe Creative Cloud and Adobe Experience Manager(Adobe CQ5) also I need any precise way to do the User Management Operation(Create,Update and Delete Users) for both the Application.
