We have thousands machines deployed (both Windows & Mac) that do not have the Adobe Remote Update Manager (RUM) installed all Adobe apps were not installed using a custom package.
I've reviewed the Adobe article titled Use Adobe Remote Update Manager (https://helpx.adobe.com/enterprise/using/using-remote-update-manager.html) and concerningly the article says:
What is the path forward to get the Adobe Remote Update Manager (RUM) installed & functional on machines with existing installs of Adobe products that were not installed using a custom package but public facing installers?

As you mentioned, you cannot perform troubleshooting steps that may interrupt your user's work. Hence, I recommend contacting the support team for one-to-one support. Please open a case or start a chat from the Support tab in the Admin Console to contact support.
