how to download the adobe creative cloud packager

Question

I am trying to find out how to download the adobe creative cloud packager - all the advice sends me to the new site rather than the Adobe LWS site where I think I should be.

I have ETLA accounts.

And furthermore I think 'downloading' the packager is a misnomer as it seems to run as a service without being actually downloaded as an executable - or am I missing something, or indeed missing many things?
