p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-community/td-p/12919684/redirect_from_archived_page/true

Besides the clean solution by @Kevin Stohlmeyer, I would also have a less clean but working solution, if the contract owner used his corporate mail to create his Adobe ID. You simply hijack his account, by changing the password (as the e-mail address should be accessible to the IT department) of that Adobe ID account and logging in. Changing then the contract owner should be an easy part.

 

In general, that should have been done before leaving the company. I also would attribute admin rights to at least 2 users, so that in case of an urgent need, at least one can get active. You can invite as many administrators as you want. Administrators do not need to have a plan attached. There can be only one contract owner. We solved this by inviting a second main administrator, who does not accept the transfer until I die unexpectedly of overwork… You get the trick, one main contract owner, one emergency contract owner. Both need to be trustworthy, as they can really mess it up.

    sorry for not clearifying: but the owner is the one who left the company and are unreachable, so we are not able to use the admin console for this. So guess a better rephrasing is how we can transfer the ownership and access to the admin console to another user?
