I can't get the Creative Cloud Packager to work

When I install the packager, and run setup and all, the programs never show up on the computer.

Please someone help me. I did it on 10 other computers but the last 2 aren't working.

I have tried 4 times. None of the apps show up and the Create Cloud App doesn't come up either.
