Can you please elaborate your requirement?

We do not offer offline installers for Adobe creative cloud apps. you can certainly create a package for all Adobe CC apps using creative cloud packager which can be used as an offline installer however you would have to download and create the package online at least once.

No I need CC app installer, the creative cloud Setup offline

Ashish is right, only CCP would package offline installer.

In all other cases the only way is to go here.

download all installers and install them by hand.

But you'll need an internet connection either way at one point in time.
