Install Adobe XD and Verificate License Without Internet Connection

In my company we work without internet connection and not allowed to connect our computers to the internet becasue of cyber security measures. Is there any way that we can install Adobe XD and verificate  license without internet connection and use it?  If there any way?

Probably not. I think offline licensing is available only to government.

As you have an Enterprise or Teams licence: Go to https://adminconsole.adobe.com/support and contact Adobe support. There are possibilities for high security installs, but I do not know the terms and I have no idea if you qualify.
