Is Adobe Flash NPAPI require for PDF embedded Flash?

We recently removed Adobe Flash NPAPI from our deployment and user are now unable to view embedded Flash content within a PDF.

The default pdf viewer is Adobe Acrobat Standard XI

Acrobat ask them to download the latest Flash version.  We have Adobe Flash 22.0.0.192 deployed.

My understanding is this plugin is for Chrome.

Background: NPAPI = Netscape plug-in API. Invented a long time ago as a neat way to let one app show content in another app. There are still all sorts of uses of it. Chrome, however, has phased it out -- NPAPI deprecation: developer guide - The Chromium Projects

In this although both Flash and Acrobat are Adobe products, they need a way to talk to each other, and so they both use NPAPI.

Flash content in a PDF requires a Flash player to view. 11.x looks for a standalone version that resides on the machine. For more information, see Adobe Reader and Acrobat Flash Player Download for Windows
