LIbrary access among enterprise teams

Hi- I work for a large organiation with many users on an enterprise CC account. Individuals will often save stock photos and other assets in a CC library for a particular project. The problem is, it's highly likely that other designers will pick up a project to fill in while a designer is out on PTO. When this happens, the person opening the file won't have access to the elements in the library, and we don't want to be contacting individuals who are out of the office to share it. It's a clunky process, and not appropriate for us to do. Is there a way to make all libraries inherit permission so that they are accessible to anyone on my enterprise account?

Have you tried sharing Libraries? So other team members will be collaborators on the same Library?
You can also use Export-Import functionality to transfer libraries between the team members.

Currently we are working on improving the experience of Libraries in Organizations, will keep you updated once that is out to production.
