License Issue with Adobe Acrobat Pro 11

My company recently upgraded to Acrobat Pro 11.  Around the same time, we began a new ETLA, which provided new license keys for various software; Acrobat being one of those which was v12 (DC).

When we upgraded our users to Acrobat Pro 11, we used an existing license key to package and deploy.  The deployment was a serialized package, and has no Cloud connection.

It has now been a couple months since deployment, and we're getting notifications of users getting a message prompt for serial number validation.  We have determined that these users are international, where our home office is USA.

Why are these users getting a license validation message?
