'Manage Fonts' button displaying error

'Manage Fonts' not working in desktop application and shows "permission may be required. You may need to request permission from your IT administrator to use Adobe Fonts" but I am able to access this button on the web version. Would you know how to resolve this issue?

I am encountering the same issue for mac and pc both. 

Would it be any licensing issue?
