No tengo acceso al instalar

Hola quiero instalar el pack de todas las apps y me sale el mensaje " no tienes acceso a la gestión de aplicaciones " he intentado todo desinstalar todo y volver a instalar hasta crear un nuevo usuario y nada. Lo necesito por mi trabajo, muchas gracias
