Is it possible to obtain individual offline installers, preferably in .msi format, for the latest versions of CS products for distribution in an enterprise environment via SCCM?

You can use the Creative Cloud Packager to build packages with both .msi and .exe files for CS and CC products. You can also include updates or have separate packages for updates.

The Packager is available from the Licensing Website, or your CC teams or enterprise Admin Console.
