On OSX 10.15 - "can't be opened because its from an unidentified developer"

I'm trying to deploy Creative Cloud Shared Device license but its stopping because "can't be opened because its from an unidentified developer".

 

This only seems to occur on 10.15. When running it interactively I get this:

    Where did you get the installer? In Catalina all installers must be notarizeed by Apple, you can't make your own.

    Ah, I see Adobe have addressed this. Sorta. https://helpx.adobe.com/uk/enterprise/kb/known-issues-macos-1015-catalina.html

      So new media cleared the unidentified developer error, but I'm getting Exit Code 41 (from the PDApp.log) during install :(.
