Using photoshop 26.0 and our security team do not want to allows saving to, or opening from, Creative Cloud Storage.
Is there an option to disable this option completely?

Thank you for reaching out. Currently, it is not possible to completely disable access to Creative Cloud storage through the Adobe Admin Console. However, as an administrator, you can create a custom package with the "Enable File Sync" option unchecked and deploy it to user machines. For more detailed instructions on creating custom packages, please refer to the following documentation: Customize Creative Cloud Apps.

Simply save to your local storage, its not mandatory to save to Creative Cloud

Our security team don't want the facility to be available as it will misused but users e.g. confidential data stored there when it shouldn't be. We need to try and find an option to disable this fully.

I know clients who are not allowed to do this either, they just reiterate to staff it is to be avoided... along with Dropbox, wetransfer etc

Users would do this without meaning to as well which then causes us issues.

Right. It's not as if there aren't plenty other cloud storage options, so unless their internet is blocked altogether it's trust based anyway.
The general preference is here, so it doesn't happen accidentally once it's set. You can override it in the Save dialog, but not by accident.

Most storage like dropbox, etc is blocked but as the Creative Cloud storage is part of Adobe and "built-in" I'm not sure if there is a way to block it the same way.
We're a local government authority so trust is not so much of the issue - just users not following instructions.

I added to my post above to show the general preference. You can't really save to cloud by accident, it'll have to be deliberate.

I have this all set already but we don't want the user to choose that at all. No matter what users are told, if the option is there they will either save to cloud accidentally or deliberately. It doesn't matter which - we would prefer to have the option taken away so they can't do it at all.
I had hoped there would be some sort of registry or preference file change to do this but I haven't been able to find one.

Are you using an Enterprise account?
If so, I'll move your post to the Enterprise forum as you may be able to manage via the admin console. You are more likely to get help with the admin console in that community.

I would be concerned about blocking access that it would prevent licence check. Might be good for the IT team to speak to the Adobe team

I've spoken to Adobe support who have informed me there is no way to turn it off and to request the feature in a new version.
BUT.... I think I have found a way to do what I'm looking for. Watch this space...

Additionally, blocking specific URLs via your firewall can restrict users from accessing Adobe Creative Cloud storage through a web browser. For a list of network endpoints that should be blocked, please refer to the relevant documentation for network endpoints.
You also mentioned having found a potential workaround. Could you please share the details here? It would be greatly appreciated by fellow community members who may benefit from your solution.

Enable File Sync option within a custom package does not work for what we are trying to do. Even with this option turned off, the user still has the option to Open a file from Cloud Documents or Save a file to Cloud Documents.
First 2 pictures showthe options available normally which I didn't want:
If you go to the following path c:\program files (x86)\Adobe\AdobeSyncaCoresync and rename Coresync.exe to Coresync.old, this will disable the cloud functions as shown in the following 3 images:
