Photoshop don't show active on user desktop app

the user licience shows active in the admin console but in the creative cloud desktop app and the photoshop program itself, the licience is expired and needs to renew. I tried to signout and resign in again but the problem still exist, I also tried the same adobe account in diffrent pc but the problem still exist.
