Photoshop is not opening up

I have been installing and uninstalling Photoshop the last 2 days because it refuses to start up. All it shows is square box stating "Validating Software License..." anti continues on without any progress

    Ricardol81848965 you will want to contact whoever provided you with the current installation files you are using.  They will have an updated installation package available for you.

    Ricardol81848965 what version of Photoshop are you attempting to open?  If you are opening Photoshop CC then what type of a Creative Cloud membership do you have?

    The version i had before was 2017. I was using creative cloud as an educator through creative cloud. I have an account with CC

    Ok thanks for the update Ricardol81848965.  Please contact your plan administrator.  From the description of your error the installed licensing files have expired.  Your administrator will have new licensing files to provide for you.
